Dashboard theme idea

I need help setting up a project as I know a minuscule amount of C++. I basically need help creating a VS project that takes edited xur/xui elements and spits out a xex plugin. I know that many stealth servers do this, and I loosely know how to thanks to Silents youtube videos. I just want to make a source that allows people to edit any local dash/xbox button hud/xnotify and spit out essentially a theme.
